Yeah! I just found fix for my case. It was the bug with Ryzen cpu and TPM module in MB chipset. So i found bios update with this fix and profit.

no way it not the game its your pc i never had this issues with any of my two pc and the low budget one i played with when it came out had a small stutter with my old 1060 6gb and on my 3080 ti its flawless

I just checked switching from win11 back to Win10. And now it works perfect! No stuttering with high game graphic settings and 3440*1440, on Rizen 7 2700x & gtx1070 & 16 ram.
